Ben Gehrt Testifies Before Senate Executive Committee in Opposition of Minimum Manning Legislation

On November 19, 2014, Ben Gehrt testified in front of the Illinois Senate Executive Committee. Ben provided compelling testimony as to why HB 5485, which would make minimum manning a mandatory subject of bargaining in interest arbitration should be rejected by the Senate. Ben highlighted the recent Illinois Labor Relations Board decision in Village of Glenview, Case No. S-CA-11-201 (2014), where it was determined that minimum manning is a permissive subject of bargaining. His testimony also discussed the significant costs associated with minimum manning, highlighting the Village of Glenview case, as well as Village of Oak Lawn, and City of Rockford cases. It has become exceedingly clear that this legislation is a high priority for the firefighters’ unions. This bill has been placed on the Calendar for a third reading on November 20, 2014. By all accounts, it seems like this bill is on a fast track, one way or the other.
